Eboot files are just a way to play Playstation 1 games on a real PSP. PPSSPP doesn't support emulating PS1 games. I don't think any cores can play encrypted PBPs, but ones made with ISO2PSP or whatever it's called should work. However, if you just need them to be smaller, we typically recommend using CHDs instead.

Eboot is just some kind of archive, which contains game icons and an ELF executable file, and ELFs are supported in PPSSPP. RE: Emulator VS PS1 games (EBOOT.PBP) To extract PSOne classics you have to use software like psxtract (use VS2017 community edition to update project files and build it), no software made to create/edit fan made PSOne eboot.pbp files will never work since it's different format from what Sony uses for ps1 classics.

PPSSPP runs them pretty smoothly with a few exceptions (mostly certain JP games that can't really benefit from anything the emulator can achieve), and you won't see any notable difference in performance i you were using an .ISO (the eboot itself is just a package, technically). EDIT: I did manage to somehow convert the EBOOT.PBP to a folder called PSP_GAME. Inside that folder is a SYSDIR folder, a USRDIR (empty) folder, a ICON0.PNG file and a PARAM.SFO file.
