1) Go to your Paint tool SAI directory (the folder in which you've installed SAI). 2) Be sure to edit your SAI files while SAI is closed. 3) Download the textures from here and drag them in the respective folders in your SAI directory, which are brushtext, blotmap, elemap .

Step 1: Open PaintTool SAI. Step 2: Scroll down in the Tool Panel until you see an empty square. Step 3: Right Click on any empty square. You will then see options to create a new brush type. For this example, I am creating a new Pencil brush, so I am selecting Pencil. Your new brush will now appear in the Tool menu. Enjoy.

Go to the folder where SAI is installed. Copy or uncompress the new brush or texture image files on the folders specified by the brush or texture author (i.e. elemap, blotmap, brushtex or papertex). Edit the corresponding conf file or files. Restart SAI (quit and open it again).
