Bill Mantlo. William Timothy Mantlo [1] (born November 9, 1951) [2] is an American comic book writer, primarily at Marvel Comics. He is best known for his work on two licensed toy properties whose adventures occurred in the Marvel Universe: Micronauts and Rom, as well as co-creating the characters Rocket Raccoon and Cloak and Dagger.

Sal Buscema did a fine job illustrating the first Halfworld tale in Hulk, but he is surpassed on the mini-series by Mike Mignola. Rocket Raccoon was some of Mignola's earliest published pencil work (he had been cutting his teeth at Marvel as an inker). He had not yet developed the sketchier style which became his distinct voice, but his work.
